I believe that the greener/bluer/purpler the light gets, the more it's either attenuated or scattered by fog. As you get yellower/oranger/redder, the light can penetrate the fog more effectively. Red fog lights would be best, but they would get confused with tail lights. This leaves the amber as a sort of second-best choice. Say, maybe this is why stop lights are red?
