Or, the combustion fan is not running fast enough. Have you tried to put a little lite oil on the fan bearings. Did you say that it gets it fuel from the engine fuel pump? What is the fuel pressure at the pump. What is that solenoid looking thing on top the heater? Is this a fuel pump? As to the heat, now you know why they are so popular above the Mason-Dixon line. I am not sure what the Eberspachers are rated at, but the SouthWind heater for the Type-2 was rated at 20,000 BTU. The one for the T-1/T-3 was rated about 15,000 BTU.
