Look at the design of the air cooled heads. They valves are in the upper
portion of the valve assembly. For the oil to be sucked in during
deceleration, the valve covers would have to be clear full. Smoking on
deceleration, is usually worn rings. 
This is why I only use chrome oil rings in used cylinders.
