Because VW sold them as individual parts, not as complete sets for 1 car, and 
many parts were distributed in quantities greater than 1. While no individuals 
and few dealerships would ever buy a whole bunch like this, this is the way 
they would come into the distributors.

It's POSSIBLE that large dealers would buy bunches like this, but I doubt it. 
Russ would know.

Personally, I had no idea that this was how this particular part came, but once 
you see the label it is completely clear.
