I've just verified that this does in fact work. In fact, it works exactly like a later flasher with three terminals, in that with the key on the dash lights flash out of step with the indicator lights and the red light in the switch. As this doesn't happen with the dash lights connected to the KBL terminal, I wonder whether this was the reason they had the fourth terminal in the first place?
