It could be that a previous owner smoked a different type of tobacco, and no, I don't mean marijuana. That smell doesn't hang around for long. The owner of the first car I ever bought (non-VW) smoked some weird Turkish blend of tobacco, and it took months for it to fade away after I washed everything I could touch. After that I vowed to never buy a vehicle previously owned by a smoker. I've stuck with that pledge, and even asked about it when calling on a vehicle. I've cleaned the jugs under the back seat as Jim suggested, and I've shampooed the carpets. There isn't much left, unless it's coming from the headliner.
