Try using a clip lead around the fuel pump relay so that you get power full time to the pump. You should see a small spark when you make the final clip lead connection, indicating that the pump is drawing current. If there is no spark that indicates that there is not a complete current path, but the problem may still be inside the pump, most likely dirt/corrosion under the motor brushes. With the jumper around the relay, go under the front end and gently tap the pump in various directions. The vibration from this will eventually break thru the crud and allow the pump to run. Usually it will continue to run once you have broken thru this problem, which generally occurs just from long storage.
