TDC for #1 is the same as #3; #2/4 is 180 degrees from that. Two points. => the lil black piece on top of the distributor, => but under the cap (what is its name?) The rotor. => should be pointing in the direction of #1, I suspect you've got some issues here around marks. Type 3 pulleys are not indexed on "paint marks" -- they have notches molded in, as shown in your manual. There is only one way for the pulley to attach to the crank. Ignore any paint at this point, and don't worry about someone having moved the pulley on you. The accuracy of the #1 mark on the distributor depends entirely on whether it's a stock distributor and the distributor drive was assembled correctly on the last rebuild. Both of these are frequently not true. Ignore the distributor mark for the time being as well. Here's what you do. Pull the spark plug out of #1 -- that's the front right cylinder, the number is stamped in the tin -- get a stick or screwdriver and put it in the hole. Rotate the engine and watch the stick get pushed out. Stop when the piston is at TDC. Note the position of your distributor rotor and the pulley. This is your #1 position, and from here you can confidently start your valve and spark timing procedures. Make sure your #1 plug wire lines up with the rotor at about this point. Next clean the crud off the top of your engine case, find the engine number, and tell us what it is. From this we'll confirm your specific timing procedure. While we're working on that, you can start looking for a better manual. Muir was a great guy, but he was a Type 1/2 guy, and frequently gets it wrong for Type 3. Find a Bentley or Haynes, then study up.
