I was simply confused since the picture of where the rotor should be pointing when #1 is at TDC and how mine looked where different, but I've got it figured out from reading some old posts and talking to a coworker who used has worked on older VW engines quite a bit:  i.e. the rotor should point in the direction of #1, and that if it is pointing in the opposite direction (#4) yet I see a paint mark on my crankshaft, it is TDC, but TDC exhaust, not intake.  Besides the confusing picture, Muir's book has been quite helpful!  Thanks LRC.
