This just allows a bit of vacuum to be applied to the breather and crankcase when the intake volume is small enough that the flapper isn't drawn open. It works very well, but it's also set up so that you can lock it open in warm weather when it's not so important. It's main purpose is to prevent excessive condensation of water in the crankcase in cold weather.
