This is complete nonsense. Large changes in altitude do effect the
combustion rate, and so timing adjustment can be good procedure, but that's
all.

The most common cause of power loss on long-distance uphill travel in the
summer is overheating. You stopped, it cooled down, you were fine. What
makes you think it was a fuel problem?
