We have an upholstery shop nearby whereI can buy something similar. I usually make a bit of a sandwich with a first layer of carpet (buy GOOD carpet roll ends cheaply) a layer of the fiber stuff and a layer of medium or heavy polyurethane foam. I have also use a layer of 3/8 felt carpet padding in there sometimes. I've found that to do this well, really takes a LOT of effort.
