Check the screws holding the sender to the tank are earthing the unit correctly. If there's any doubt, you could add an earth wire to connect down by the corner of the luggage compartment. If earthing the wire to the sender makes the gauge show full (ignition on), the gauge is OK. Try turning the sender upside down and right-way up a few times (less body damage done with it out of the car!). It may just be the wires are not as clean as they look. if the upper ends haven't been swept by the brushes for a time, they may not read at all in that area due to a non-conductive coating. Dave.
