If you can find another VW part, you could drill some holes and pop rivit it.
Otherwise you're looking at fabricating the little bracket.

I've used that part with some success, it doesn't have the molded corners
like the OE part does, but it will work. You really want a front hood seal, as
its longer, and the same extrusion.
