It sounds like you need a new light switch. If you also have to wiggle the 
ignition switch to get this to work, then it sounds like its time to get your 
new ignition switch installed, too.

Yes, on 71 and later you have to have the key ON to turn on the headlights.

I agree that it doesn't sound like you have a short anywhere.
