When you install the thermostat you have to put everything in place and then remove the bottom thermostat bolt. This lets the whole thermostat rise up until it hits the top of its bracket. At this point the flaps should be wide open. I always thought that the thermostats were made such that if they leaked, they expanded. This would make them "fail safe." Bob Hoover, however, claims that they are not all made this way, so some of them may develop leaks which mean that they don't change length when they warm up. This would certainly cause the problem you describe.
