Cayson, you might try wire brushing it then POR 15ing it to buy you some time. You can use duct tape under the pan to "seal" the holes and then apply a second coat. I'd be more worried about your floor vents than the floor, as from what I see coming out of them doesn't look good. You might want to keep an eye on them, and maybe be spray some oil thru a garden sprayer to slow down the rust (note: the rust here is harder to fix then the floor pans). The Ghia pans will work (buy them in 1/4s) and basically just bend the outer edge upwards so it will drop in place, then rework the bends until it fits tighter, then you can cut out the old stuff.
