Rear brake adjustment proceedure:
Adjust the rear adjuster first. Tighten it until you can not turn the
wheel by hand. Now back the adjuster star off about 6 notches.
Adjust the front shoe the same way. Tighten until the wheel wont turn by
hand an back off 6 notches of the star.
Now check the emergency brake adjustment. Raise the lever 6 clicks from
the bottom. Wheels should not turn by hand. If they do, tighten each
cable until they do lock. Each cable should protrude past the nuts about
the same.
