This doesn't surprise me as reverse lights were not required by law back then, so they would only offer it as an option. I believe this was like that in most European countries. As a funny side , because of "non working reverse lights" I was controlled by the cops for the first time in my life in Europe. I quickly understood they just wanted to know what the hell this car was!
