	Absolutely nothing nationally.  Automotive regulations 
(safety inspections, transfer of ownership, emissions, etc.) are 
determined by state governments.  (Well, trucks from Mexico are 
another story...)  Many (most?) states do not have safety inspections.

	Here in California, I could run with a missing spark plug, no 
brakes, no horn, etc. etc., and would only run into trouble once I 
caused an accident.
