Timing is set on the left one of the group of three timing marks?

Check any vacuum can on the distributor for condition - hold a vacuum OK?

Centrifugal advance if present moving freely?

Sticking throttle mechanism (pedal, cable, linkages)?

Take a look at opposite plugs - any sign of rich running (flooding maybe?).

The balancing setting only needs to match - the actual reading depends on the
air-bleed allowed in through the adjustable top, which you fix at a suitable
flow and keep the same for both carbs.
