His configuration is wrong.  The fuel filter goes on the suction side of the
pump.  With the filter downstream of the pump, I suppose that crud that gets
past the pump could accumulate in the filter, causing the pressure to build up
downstream of the pump, and maybe cause something to burst under the pump
pressure.  

I wonder if the pump trouble is related to the filter being downstream of the
pump?  If the tank has any kind of crud in it at all, the pump is no longer
protected by the filter, and something might have gotten jammed up in the
pump.  Were you changing your fuel filter frequently, Mark?
