According to the NYDMV website, a 1972 or older car,
or any non-titled car (I believe it's 1973 and older
now actually) can be transferred via a regular
certification form from the DMV.
I do not believe the NYDMV expects you to have a title
for a 1972 or older vehicle, as they will only provide
new titles for vehicles 1973 and newer. (form mv82ton)
