I think it is more likely to be removed by the owner for curiosity's sake and perhaps it could have been forgotten. When you open the pan (and drain the ATF) you should also remove the VM and feel in there so verify that there is a small dia pushrod that would fit down inside the throat of the VM. I suppose it is also possible that he broke that push rod off. If he replaced the VM, it is probably not the correct one, nor has it been properly adjusted. I can send you the correct part # from home tonight. This was a 71, right?
