If you turn the key ON, do you hear a relay click and then another click ~1sec later? You should. If #4 is not firing, then the cyl head temp sensor will never warm up and the engine will run rich. Check the dist cap, #4 SP connector, etc for any short to ground. Check the #4 injector wire to see if it is broken.
