My late (June) '63 has the bar style too I remember that it has a 311 part number on it so I wasn't sure if it was original or not. There were quite a lot of changes and swapping around in the '62-'64 models.

Both the wheel and horn button of my 64 T1 has 311 numbers. This is a white wheel, p/n is 311 451 651A, horn button is 311 951 531

The book (or rather dictionary) "Der K?fer I - Eine Dokumentation" (English verson: "The Beetle I - A Dokumentation") by H.R. Etzold says that the horn bar without the half ring was introduced on Aug. 5 1963 (VIN 5 677 119) on the T1. Strangely enough, this book doesnt say at which date or VIN the horn half ring was re-introduced, even though it shows in pictures of the 65 models.

I just wish that a book like this was written for the T3.
