[T3] Leak related to Windshield Wiper Squirter (?) on 1967 Square

My squareback is leaking water in the area of my windshield wiper motor.
When we first bought the vehicle we noticed that water was just sitting in
the vents near the trunk after washing the car.  We then proceeded to check
the drain hoses; they were clogged.  After clearing the hoses we proceeded
to check them for leaks of which there were none.  Okay a few weeks later
when we washed the car again we noticed that the parcel tray was damp.  We
once again checked the hoses which were dry.  We then decided to take a
pitcher of water and pour little amounts at a time over different spots near
the vents -- nothing.  It was not until we poured water in the area where
the little knob [the water squirts out of it onto the windshield] that sits
right in between the vents that we found our leak.  Sorry, do not know the
proper name for it.  The water runs right down behind the windshield wiper
motor and onto my parcel tray.  Any suggestions as to how to fix this
problem other than sealing up this little piece.  Does the piece screw off.
Does it have a washer that could need replacing.
