It sounds like a Porsche special tool. I just looked it up in my Baum Tool 
catalog and they jump from P216 to P218. I have a Zelenda catalog at work that 
I'll try to check to see if they show anything like this.

Like Russ says, you can make one up, or there are lots of variation that you 
can buy and modify.
