These numbers sound high, but you really haven't told us everything. 

What model VW was this? Some of them require that you take the door apart to 
get the lock handle out so you can get to the key code.

What did you mean by "look" at the car? Did they have the same understanding? 
If they thought you wanted some kind of pre- or post-purchase inspection then 
this could take some time.

How many days did you leave it there?
