Even though VW did this completely differently on their assembly line, I suspect that they found it similarly useful and continued it for the same reason. The bolt thru it provides very significant support for the fan housing to the breather stand, so even if you were to leave off that "handle" you'd still want to put a bolt of some kind there. There's also the point that VW still made a few swing axle type 3s, so they might have felt that this support was still necessary for those and they didn't want to have to keep the engine assembly process segregated at this point.
