The "bump" can also be called pitting, technically its electro-migration.
When the electricity travels from one side of the points to the other, a
minute bit of the metal is carried from one side to the other. This effect
is made worse by a faulty condenser. The condenser is what prevents "arcing"
between the points as they open.

As for the timing, well personally I just replace the points, and condenser
(should always be replaced together) when the pitting is too bad. That's
really a judgment call though, and its not a hard one to make because points
are cheap. The "bump" isn't going to matter all that much when setting the
timing though, just adjust the points with the gauge. THEN check the dwell
and the timing, with the engine warmed up of course.
