The voltage on the green points wire is really rather low, although it is much higher than 12V. I've had trouble at the same time, but it's from the HV wires in the dist cap. It is also possible that there is a very small crack in the green insulation; these can be almost totally invisible. I go to some trouble to route the green wire around the forward side of the dist and under the front end of the generator.
