It is likely that you are also missing the bell crank that the vertical rod connects to, and the horizontal rod that connects the bell crank to the flaps. The latter can be made, but the bell crank is the complicated part that is almost always missing, if anything is. If you knew what you were feeling for, the bell crank is easily touchable thru the hole where the missing SP cover isn't.
