I doubt it was expected to compete with them on a performance basis, but rather
on a styling, value for money and reliability.  Apart from a few private Type 3
and
freaky Beetle racing/rallying successes,  VW didn't manage to compete on
performance
until the Golf GTi and Audi Quattro came out.  ;-)
