To do the timing correctly ,you HAVE TO pull both hoses off the distributor, set the idle to 850 rpm (+/- 50) and then time the engine to 5 BTDC. When you pull those hoses off, the idle should change DRAMATICALLY. Once the timing is set, you then put the hoses back on the distributor and again set the idle to 850 +/- 50.
