Starting in 71 there is a spring brass finger attached to the turn signal mechanism that makes contact with a brass ring in the hub of the steering wheel. This is easy to see if you remove the steering wheel, just remember to mark things so you can put it back in the same position. You should probably take the wheel apart and clean this area out. There are also problems with both the spring contact and the ring wearing out and breaking off.
