You are aware that the pump only gets power for about 1 second unless the engine starts, right? When you get in the car and turn the key ON you should hear a relay click and then another click about 1 second later. Do you hear this? You should start by making SURE that it's the pump that's at fault. On a car which has been running, like yours, 90% of the time it's the relay or the wiring that prevents power getting to the pump. 10% of the time it's water that has gotten in thru a broken "overflow" hose and has caused rust which is gumming up the works. You can almost never fix anything by taking the pump apart.
