A bit of background: If you lived in a colder climate before the FI revolution there were always gas stations which made part of their living helping people get their cars started on cold days. The mechanics who did this came around, when called, in a tow truck equipped with a generator set which could boost the car's battery. Typical problems were weak batteries, flooded engines, loose generator belts, and bad battery connections. By the time these people showed up they knew that the owner had already run his battery all the way down and pumped the gas pedal lots and lots, so regardless of the root problem, it was assured that the engine was now also flooded. The cure for this was to remove the air cleaner and prop open the choke valve with a screwdriver. This was never done gently, because everyone was in a hurry to get the car started. I think that when the L-Jet systems came out there were a significant # of people who thought that the starting problem might be fixed by this same means, so the L-flap was jammed open. Now you and I know that this wasn't any help at all, but a LOT of air metering boxes got replaced in these parts because the flaps got bent and started to drag on the walls, where the tolerances were necessarily tight. Yes, I have personally seen the aftermath of some of this: Air flaps so dinged up that you would swear that someone had been in there chipping away at it in a futile effort to "fix" something that they didn't understand.
