If it's an MT car then put it in gear. The clutch may slip but you may be able
to use a combination of that and cylinder compression to keep it still.

If that doesn't work, turn the engine to where it is in firing position for # 4 or 2
cylinder and then continue CW 1/2 turn. Remove that spark plug and stuff in
a length of rope, keeping out enough for you to pull the rope back out. Turn
the crank back and you want it to stop about 1/4 turn back. Remove the big
bolt.

To tighten the bolt, do the same thing but turn the crank CCW 1/2 turn from
that cylinder's firing point.

If it's just debris, this seldom hangs around in the fan housing, although it
can sit in the bottom of the steel pulley shroud. If you have a constant noise
from that area your fan housing attaching bolts have probably come loose
and are rubbing. You need to get to them to fix this. You will probably need a
steering wheel puller to get the fan off. DO NOT PRY on the edge of the fan
to try to remove it, but you MAY be able to grab it with both hands and kind
of gently rock and pull and get it to come off. DON'T BEND IT.
