I THINK the FI system will accomodate a displacement increase of at least
10%. Any displacement increase should NOT be done with "drop in" pistons
and cylinders. The walls on these are thinner and they invariably suffer from
very short lifetimes.
Yours are reasonable goals, but the best way to achieve them would really
be to stick with good quality 1600 pistons. Consider adding a case savers,
full flow oil filter and a counterweighted crank, balanced drive line, and ported
heads.

OTOH, unless you do a compression test and determine that there is a
problem there, I really don't think you can count on this to fix your emissions
problems. Unfortunately, you need to keep looking. You need some way to
monitor your progress as you look into different things, otherwise you're just
shooting in the dark.
