I don't think the 65 has the 'drain' section - it's actually a stiffening piece, and was added to satisfy some new requirements of the USA safety lobby. As you say, it supports the external filler neck so it's important it does that job. There were two versions of the piece AFAIK, the earlier one to 71 model with one hole, and the later one with three larger ventilation holes. The filler hole is often not rusty so you may be able to leave that section in place and replace just the upper rear section - I've no early car to compare the full panel on that with the later one. There is a neat way to replace the later ones using the section in front of the rusty area from a donor car to repair the rear area on the opposite side. With some reshaping and careful welding, it can be very difficult to tell them from the original metal. The internal panels are probably covered on your car (not so in the UK on the basic models), so it's not as important to make that area inside look original. Dave.
