My RF headlight low beam was out. Checked the fuse, it's good. Took out the bulb, put in a replacement -- high beams still o.k., but no low beam. Grabbed another spare, same story. Disconnect it, and measure 12V at the bulb connector for the low beam. Pull a headlamp off of one of hte Beetles, same story...! Measured the voltage across the head lamp low beam connectors while switched on -- and got about a volt and a half. O.k., must be some (relatively) high resistance drop somewhere else in the circuit. Found a place in the wiring loom in the front trunk where somebody had snaked out this wire, clipped it, twisted the ends back together, and taped it all up very nicely. That was the problem. The car's electricals are in fine shape overall, with no real PO problems -- or so I thought...! Might be worth checking the voltage across your low beam with the light on, and compare what you get on the two sides.
