The problem is not the voltage regulator, that is just a connection point from which power is sent forward to the fuse box. What loads are on this fuse? If there are several wires connected to # 8, try disconnecting some of them. Note that neither the ignition (key to coil, chokes, pilot jets) nor the starter solenoid current normally goes thru ANY fuse on a type 3. This is kind of odd, but that's the way VW did it.
