If you just meant he steel cup that drops down into the hole under the plug, you're right, it's supposed to drop down. I wonder if it could have stuck up so high that the plastic cap sealed off the top of it? Do you get vapor venting out of the breather hose port on the RR of the breather box while the engine is running?
