My guess (and in no way a fact stated by VW) that the 1500cc engine was kept for the panel to keep the price down. A lot of different types of people who needed some kind of utility vehicle chose a panel-van type wagon over a "real" van like the VW Transporter. In addition to VW's panel squareback you could get similar panel wagons from Opel, Ford, Peugeot, Austin etc etc. So VW probably had to stick with the 1500 cc single carb to keep prices down, because it was a known fact that the type 3 was priced high compared with the competition.Wow, more good info. It makes sense, because of its utilitarian nature, to make the panel version a 1600A model and to give it a swing axle suspension. But you'd think that in increasing its load capacity, they would've given it a more powerful motor. Hmm.
