Can it be rewelded > successfully to the frame? These cars have no frame; this bumper mount plate is just a somewhat thicker piece of stamped steel which is then spot welded to the body metal. It's quite thin there. I suppose this could be fixed by slipping a thin sheet of steel in between there and welding it to the body around the hole, and then welding the bumper mount plate to this "patch." It is common for this area to rust out.
