A throttle body is basically a carburetor without the carburetor circuits -
just the butterfly valve and the body around it.

On the FI'ed T3, the throttle body is integral with the plenum (manuals give
it the funky term of "intake air distributor").

I haven't messed with one in awhile, so the exact physical location of the
nipple I cannot tell you, but I can tell you the exact logical location of
it.  The port for vacuum advance is located just updraft of the throttle
plate (toward the back of the car) when the throttle plate is closed.  As
the throttle opens up, it will pass over the port.  If you peek around, you
should be able to see a nipple that looks like it goes to a port that goes
in this location.

The retard port goes either in the plenum or below the throttle plate.

What's the difference?  At idle, the vacuum advance port should see zero
vacuum, whereas the retard port should see quite a bit.  The fact that your
vacuum advance changes idle timing by 10-15 degrees hints that you've got
the wrong place... or that the throttle position at idle is WAY too high.
