It might be damp in the ignition, but starting is usually the hardest part
of wet-weather running.
If it starts it usually keeps running, as the voltage available while
cranking drops to around 9 to 10V, and as soon as it is running, the dynamo
increases the supply voltage above normal battery voltage so you then get a
stronger spark.

If you've not run the car in the wet, it is unlikely to be water in the tank
through the vent hose under the fender, though this would be a favourite
otherwise.

I sometimes used to get a 'soft' start on my FI which allowed it to idle but
give no power.  Turning off and starting again often made it fine.  I
suspect the fuel pump relay might have been making poor contact.  Damp might
affect this component.
