Sure enough, it was empty. Are you sure that the tank was really empty? The inline filters usually don't actually fill up with gas, so it is normal for them to look only part full. It's possible that the float is stuck and can't sink all the way to the bottom. There could be dirt in there, or I have also seen the central rod so rusty that the float could not slide freely. Open it up and take a look.
