Yes, there was an option for a lower compression dual carb 1500S in 1964.

I'm not sure if VW of Canada specified lower compression for the Canadian market in 1964-65 or not.

This letter code should indicate the lower compression 1964-65 engine, but removing the heads would be the only way to tell for sure. A 1500S with lowered compression would have flat pistons instead of domed. Dished pistons (M240) were used to lower compression on the 1500N. This is assuming that the original pistons are still there, which is unlikely unless the car has very low mileage.
